Bars Ordinance enters phase of socialization

Next week will begin to spread the draft Ordinance for the operation of bars and clubs in the canton. It is expected that the Cantonal Council approves first debate until September.

The impetus for this project was to resume after a meeting held this week the representatives of local entertainment, the mayor of Police, tourism industry leaders, councilors, the fire chief manager and municipal officials.

Councilwoman Monserrath Tello recalled that while there is a preliminary text, you need to make some adjustments, especially regarding the legal aspect. Once this report ready, it will continue to the next stages.

And although the broadcast schedule to be defined, which Tello said that the debate is based on two pillars: technical-academic and citizen.

In the first case it will be included estates as universities or Chambers of Production, while the citizen will include the residents of the areas where these businesses and their owners are located.

An additional element that was raised at the meeting is to give the owners of the bars, especially in the Historic Center, a limit to adjust their local time according to municipal regulations. This is because considering that in areas such as La Merced and Calle Larga several of these establishments are located within houses considered as equity, limiting intervention. For example it was mentioned that building a ramp in some places will be difficult.

Security

But besides the draft Ordinance, the meeting took advantage to insist on a better control of the authorities to reduce crime rates, especially in the area of ​​La Merced.

Some of the orders was to strengthen security, improve public lighting from the street Mariano Cueva to Luis Cordero, extension of time in public parking lots, improve security systems in the streets, among the main ones.

Romulo Montalvo, director of Citizen Security Council, said his first engagement after Wednesday's meeting was to begin training sessions for the owners of these premises on issues such as evacuation, emergency response and first aid.

But as an additional element mentioned that in 60 days two safe points, one on the square La Merced and another will be installed at the University of Cuenca. He said he already has a positive report by the Department of Historic Areas.

Tourist area

Another issue discussed was the definition of a tourist area in the city, so that the holiday for the festival of Independence of Cuenca local nightspots can serve up to 0300, according to an agreement the Ministry of Interior.
